CET Developer 2511.0 Release

Sorry for the late note on this one folks, but we released a new version of Operator/CET Developer on Monday. The changes for this one are minor bugfixes, and some refactoring.

However, we've also pushed a new beta version that many have been asking for for quite a while, and we're excited for you to try out.

When we release we'll post a more robust changelist, but the big one that everyone is excited about is the update to emacs 29! If you want to give it a try, just make sure you're working with a branch of base that has the recent patch2 merged into it ('official' will work, just make sure you do a 'pull').
